Need help tagging a street

Not sure if this topic fits here but I couldn’t find a more suitable topic.
This street is suddenly incomplete for me: Toledoring - CityStrides
Basically, it’s an entrance/exit ramp to a highway. The foot-tag was empty for this one, so I changed it to foot=no. Now, another user asked me why I did that because as it has motorroad=yes, it should be clear that is not allowed for pedestrians. foot=no should only be used if there is a traffic sign that expressly prohibits it.
I mean, he’s basically right, you can’t walk on a highway. So any thoughts on how best to deal with this? If I understand it correctly, I could just add sidewalk=no?

I don’t see a motorroad=yes tag on that way, including some of its recent versions. Adding that tag would remove it from CityStrides.

You’re right, that part hasn’t got a motorroad=yes tag. Then I will add that tag there.
