The easterly one in Ladera Heights is strange, it looks OK in OSM, foot=no, and still is included in CS. Can’t see why… But I checked part of the one in View Park, and it shows as foot=yes

No, doesn’t matter that it’s a CDP, it’s defined as a city in CS, so this street ought to be updated. Maybe wait for next update to see if it’s still wrong
I hate to bring up the issues again 
I see that both cities (Ladera Heights and View Park - Windsor Hills) were recently updated, but the nodes are still appearing on these streets (Stocker Street - Ladera Heights and Stocker Street - View Park-Windsor Hills).
Something is weird though: nodes are there, but the router on citystrides refuses to let me plot a route through those nodes, which I assume means that the “foot=no” change made it from OSM, but somehow the nodes didn’t respond to that change?
I had a look again now:
For Ladera Heights:
The western part (at Sophomore Drive) is foot=yes. So it should be in CS
The eastern part (east from La Cienega) definitely should no be in CS, it’s foot=no since two months (edited by you I think?)
For View Park-Windsor Hills:
The western part (west of La Brea) has foot=no, and shouldn’t be in CS
East of La Brea it’s foot=yes, so OK to be in CS
I think @JamesChevalier needs to take a look at those two parts that shouldn’t be in CS

Ah - the relation was deleted: Relation: 10850829 | OpenStreetMap
This means all updates are stopped for that city - there’s nothing to pull the data from any more
I haven’t figured out how to move forward with this issue, which happens quite a bit … either OSM updates that result in a new relation ID, or full deletions 
In this case, it looks like I can change its ID to Relation: View Park-Windsor Hills (15983599) | OpenStreetMap
I’ve just done that & queued up a sync, so that should fix it up

Yes, as you pointed out, parts of that street are runnable/walkable, I only edited OSM for the problematic portions.
For Ladera Heights, maybe this relation should work? Relation: Ladera Heights (15982216) | OpenStreetMap
