I am having the same exact issue.
I had previously completed towns to 100%. Now, they are not reading at 100%.
Were the cities updated in a way that added/edited streets that you haven’t completed yet?
I’m not going to be able to help much without links to exact details. Your profile, the city/cities you’re no longer at 100% in, specific streets you think you completed, etc.
