I am trying to understand how to create a city within OSM. The streets I just ran show up in OSM (Lake Frederick, VA), but it does not seem to exist as a city in Citistrides or OSM. It’s my understanding I need to create that relation in OSM but I’m hoping someone can guide me as to how to do that.

First, to add an admin_level boundary, the boundary has to be “administrative”. OSM gets pretty cranky about not putting in admin_level boundaries for things that aren’t administrative.
