Arlington National Cemetery does not allow running and is not technically part of Arlington County, VA. It’d be great if it were a distinct entity from Arlington County in City Strides that was flagged as for walking only.

Arlington National Cemetery - Wikipedia suggests that it is in Arlington County, so I don’t think it would be correct to remap the city to exclude the cemetery.
As far as tagging goes, this is very likely going to need to be something that happens on the CityStrides side of things as opposed to changing tagging in OpenStreetMap. There are very likely a lot of people with a lot of strongly held opinions on these particular Way records.
Some of the streets are tagged access=permissive which could be something to work with.
Maybe 
we run every other street in Arlington and we walk those. Maybe that’s ok.

Me personally, I run all streets, but If there is such a local rule, I have no problems walking some streets instead As long as they show up on my lifemap I’m ok with that

Fair enough re: ANC being part of the county. I was thinking of this more like the adjacent Fort Myer (which is similarly in Arlington County). It’s not available all hours, it’s not available for running, etc. I chose my words poorly.
Though I still think ANC would be be better represented as a separate walking only zone, I will just run the streets of the rest of the county and accept whatever percentage complete that yields as being 100%.

This would need to be accomplished within OpenStreetMap. The editing community would need to agree on a “walking only” or “running prohibited” tagging configuration that would accomplish this, and then community members would need to go through and apply the tags where relevant.
I see bicycle=no tags, so it seems plausible.

Excellent. The no running rule is on their site (as are their hours). See the etiquette page here: https://www.arlingtoncemetery.mil/Visit/Visitor-Tips. Specifically: “However, activities such as running, climbing, bicycling, playing sports or picnicking are not allowed.”
