Bug: Manually Marked Streets

Hi there,

I wanted to report an issue. Here are the reproduction steps:

1. Mark an incomplete street as complete manually
2. Run the street using GPS
3. Unmark the street as complete manually
4. The GPS nodes say it’s done, but the street is noted as incomplete still.
